Bug cannot import tensorflow when running on AI platform

If I run tfc with this base image docker_base_image="tensorflow/tensorflow:2.2.0-custom-op-gpu-ubuntu16, it would successfully submit the job, but got ImportError: No module named tensorflow in the cloud log. Log Link
