feat(i18n): Add Chinese language pack support

Description & motivation 💭

This commit adds Chinese translations for the application, including localization strings for modules such as workflows, scheduling, date pickers, namespaces, error types, data encoding, batch operations, general vocabulary, Nexus, and workers. It also updates the internationalization configuration to include a Chinese language option.

Due to some display characters in the frontend code not adhering to i18next encoding requirements, there are still places where localized characters cannot be displayed at present. This issue will be addressed in future resolutions within other related tickets.

1. Clone the new code
2. Setup ui development environment and start it
3. Change your bowser prefer language to Chinese Simplified(中文简体)
4. Visit http://localhost:3000/
