What was changed

Added README tctl deprecation notion Remove tctl next commands

Why?

tctl next codebase is confusing since there is no more such thing as tctl next. Only Temporal CLI

the change will make tctl work in v1 mode always. Since tctl next was experimental and not meant to be used in prod, removing it should be fine
