"make sync" is a poor substitute for CM

In my use of goldleaf over the past few months I have found that it works great for generating fresh images but has issues where the packages installed depend on each other in complex ways, and generally is a poor substitute for e.g. "puppet" for ongoing management of config changes. A small number of slightly hacky local changes have made it possible to use the two together, but it would be good to jettison the 'make sync' logic altogether instead of having to work around it this way
