No show hints for bot commands in group

Steps to reproduce

1. Set commands from api: curl 'https://api.telegram.org/bot{TOKEN}/setMyCommands?commands=%5B%7B%22command%22%3A%22test%22%2C%22description%22%3A%22test%22%7D%5D&scope=%7B%22type%22%3A%22all_group_chats%22%7D'
2. Add bot to group
3. Press / for show commands hint

Expected behaviour

Hints are rarely displayed, but most often they are not displayed at all

Actual behaviour

Hints to commands should always be displayed

Operating system

Windows 11 22H2, Ubuntu 22.04

From the android version, the command prompt is always displayed

I have the same problem. command suggestions are displayed on Telegram Android, but not on Telegram desktop.

Telegram desktop version: 5.3.1 x64, Windows 11
