[trusted-task] Support Multiple Keys

Right now trusted-task only support one key at the same time, we may want to support multiple keys at the same time. One direction is that per verification we try all the available keys and if any one of it pass we pass the verification. Another direction is that we config the keypath in the taskrun instead of config.
