PoshGram - Retrive Chat id from Telegram bot

Describe the solution you'd like

There is no built-in method to retrieve Chat Id from a telegram bot. It would be useful to have it as a CmdLet.

Could be added to the Test-BotToken or created as a separate CmdLet.
