Have adb from android sdk/platforms-tools in your path copy android_server to adb folder http://www.computerhope.com/issues/ch000549.htm
place Plugin in plugin folder. find it under debugger menu.
follow the steps :) Works Also with no file loaded in ida pro.
IF not working try copy the intire adb folder to ida root folder (including android_server)
includes also logcat
