move to the saltstack LTS 3006

When I try to install I get the following error

FATA[0007] Get "https://repo.saltproject.io/salt/singlebin/3005.1-1/salt-3005.1-1-linux-amd64.tar.gz": Unknown Host

we should move to the LTS version which is currently 3006

We are in a big update right now to support 2404. This includes updates to that tool as well.

The 24.04 support has been merged in. Working on updating other tooling to ensure it's up-to-date as well.
