Fix Issue #559

This issue is caused by versions of Jinja2 > 3.1 changing the layout of required packages. Changes to fix this are forthcoming from Salt (see here), but in the meantime this still breaks Saltstack on all hosts. Temporary fix is to pin the version of Jinja2 to 3.0.3 (as in this PR).

This will ensure the issue doesn't persist when Jinja is upgraded during installation.

Check not successful because the workflow is still configured to test using 3001, which is no longer available.

@digitalsleuth can you rebase this against the latest in master -- then we can see if this passes tests.

Tests complete. This issue no longer exists with the current states and SaltStack 3005.1. Tested with the latest RC of Cast and latest RC of Salt states. Provided we update the installers to identify the current SaltStack version and force 3005, this won't be an issue in the future.

Closing as #81 is merged, therefore sift-cli and older versions are no longer supported.
