"Allow sending space invitations" not working as expected

Describe the bug

When setting "Allow creating new accounts" to false and "Allow sending space invitations" to true it would be expected that users who get invited are able to sign up using the "Accept Invitation"-Link in the Mail. But when following the Link the Sign-Up option is hidden and they are not possible to register at the server.

The description of "Allow sending space invitations" states: Enabling this option will allow directly invited users to create an account even if new account registration is disabled.

To Reproduce

Steps to reproduce the behavior:

1. Go to 'Admin Panel'
2. Set "Allow creating new accounts" to false and "Allow sending space invitations" to true
3. Invite a new email to join a Space
4. Try to register with the link provided in the invitation mail

Expected behavior

The user should be able to create a new account and join the space
