Update the docs link in README.md

The previous link returns 404.

Fixes #252.

In addition, it would be nice to update the link in the "About" section: image https://www.taosdata.com/docs/cn/v2.0/connector#python

It works, but it's in Chinese, and changing the language doesn't lead to the same page in English.
