[Suggestion] Add a config option for allowing players inside warzones

Add a config option for allowing players inside warzones that isn't on a team. (I found a spectate plugin but people can't enter the warzone). Or just add https://github.com/taoneill/war/issues/785 :P

What would this feature need to accomplish exactly? Allow players to join a warzone in a spectator team (sort of) or just a basic configuration option that allows everybody through the walls?

I found a spectator plugin, but obviously people can't spectate due to this. (Wanted to use it while there is no spectate yet)
