Flag return location message should be customized based on setting

If you set that you only may return your flag to your spawn and not your flag, you still get the message saying that you can return it to your spawn + flag.

Yeh that's a product of my laziness when I was internationalizing the plugin. Can confirm; did it on purpose. I'll split up the messages for next release.
