we should modify default behavior to force refresh of data over no refresh, and create a more graceful error for questions without saved responses.

changing default behavior is no good, but the other thing we can do.

Changing the default behavior breaks the 'speed' of saved questions.

sounds reasonable, so long as it fails gracefully then I think we should be fine. I'm just leaving this up as a reminder of our conversation earlier this morning.
