Perma rate limit

Currently, zooming in or moving around more than 4 or 5 times results in a Cloudflare rate limit. Renders with a multiplier over 2 proc the rate limit, making the "self-served" instance (port 8000) and the website (https://tangrams.github.io/heightmapper/) somewhat unusable.

Tested using different devices, different networks and different IPs, all resulting in the same behaviour.
