Add Rsbuild configuration

This pull request introduces a new guide for integrating Tailwind CSS with Rsbuild. The changes include adding Rsbuild to the list of framework guides and creating a comprehensive guide for setting up Tailwind CSS in an Rsbuild project.

New Rsbuild Integration Guide:

• src/app/(docs)/docs/installation/framework-guides/index.ts: Added Rsbuild to the list of framework guides.
• src/app/(docs)/docs/installation/framework-guides/rsbuild.tsx: Created a detailed guide for installing and configuring Tailwind CSS with Rsbuild, including steps for project creation, installation, PostCSS support, and usage with React and Vue.

Hey there! Appreciate the PR but going to say no to this one since we don't have a lot of ask for this particular framework and the page is already right convoluted. It also appears to be similar to https://tailwindcss.com/docs/installation/framework-guides/rspack/react anyways which we already have!
