Support for ephemeral nodes

We use use codespaces as ephmeral as possible, and this leaves a lot of devices on the tailscale network.

Is it possible to add a feature to start tailscaled in ephemeral mode (--state=mem:)?

I am happy to work on a PR if there is consensus that its a good idea.
