allow zero length TXT reccords

When working with mdns I got some responses with zero length TXT records

For reference, RFC 6763 Page 11, section 6, paragraph 2 says that it is ok to have an empty TXT record with a single zero byte. The zero byte delimits the end of the keys. A TXT record with zero length is technically not correct but we should probably allow it to be compatible since the purpose is identical.
