Support for Python v3.11x or v3.12x

Environment information:

• OS: WIndows
• Python version: 3.9x
• TabPy release: 2.10.0

Describe the issue Python 3.9 is supported but this is somewhat ancient, respectively Python 3.10 works, Python 3.11 does not work with TabPy

To Reproduce Use Python 3.11 with TabPy 2.10.0

Expected behavior Would like to have TabPy work with Python 3.11/12
