pycapng has a problem of build in python 3.13, so this is a blocker for adding python 3.13 support to jageocoder.

pycapng already merged bugfix change, but the release is not yet. https://github.com/capnproto/pycapnp/issues/372

pycapng is not (well) active project. migration other capn proto library is one option, I think.
