launch Layer 2 get's locked on when using Access Layer 2 key

Issue:

When using the attached layout and tapping the Access Layer 2 key multiple times in a row the lights can get stuck like in this video:

the issue usually happens when I'm adjusting my volume, so it's just one single key press on the "access layer 2" / "Fn" key, or to be precise, a single press & hold, while I adjust the volume with "+" or "-" or mute. It's random and purely based on chance when it happens.

I've also noticed this only happens if I don't have any lights on the first layer, (i.e. Layer 1 LED is completely disabled). For example, if I set Layer 1 LED to all white, Layer 2 to Blue for "bound keys only", I could not recreate this issue, it will always return to white LED.
