Import a GitHub Action for benchmarking purposes

Since we may need to track memory use and execution time during the bootstrapping process, we can integrate GitHub Action for Continuous Benchmarking into the repository. This allows us to review the statistics whenever new commits are pushed or a pull request is submitted.

Although I've assigned this issue to myself, the integration may be delayed as I currently have other work in progress.
