Make kvs rocksdb an external dependency

It would be great to separate the kvs rocksdb backend dependency to its own package to avoid building rocksdb c++ code.

@5HT if you have any suggestions to archive this, I can help. Also, if you prefer to move this issue to kvs repository, it's fine.
