[Bug]: decrease inbound liquidity for CJIT

Describe the bug

At the moment when we a user is opening a channel with CJIT, he has 990USD of Liquidity. Please:

• [ ] change the currency. it should be EUR and not USD

• [ ] decrease this number to 495 EUR please.

For basic opening channel the current currency is based in dollar. Please:

• [ ] change the currency. it should be EUR and not USD
