better connection handling

current problems:

• regular retrying to not use a relay -> regular interruptions of the connection when a relay is required
• global discovery is only executed once, but should happen when a new device was added
• global discovery should be retried
  • if it failed
  • after some minutes to get possibly changed device addresses
