Bug: Broken web gui dpad navigation

[nahuhh]

Bug: upon initial launch, if you try to scroll down with a dpad it will focus on "actions" and subsequent "down" presses will expand and scroll into the menu, breaking dpad navigation.

Workaround: click "help", back out, then scroll down from there. The webgui works just fine

Current behavior: "actions" and "[language]" menus expand and menu items are focused when press "down" on dpad.

Expected behavior: "actions" and "[language]" menus only expand/focus when clicked.
