frontend drag'n'drop reordering of child blocks

Would be nice to be able reorder the children blocks of a block directly in the frontend.

create.js has now a collection feature and offers reordering in collections. we should leverage this feature in createphp and the createbundle.

its now at least possible to reorder them in the admin UI
