singularity.conf: Add allow uts ns option

Description of the Pull Request (PR):

singularity.conf now accepts setting the allow uts ns option, and can invalidate the use of the --uts and --hostname flags.

This fixes or addresses the following GitHub issues:

  • Fixes #1767
