Seems to create a commit even with no change

Thanks for this nice action which is working formidably well with just the GITHUB_TOKEN.

I noticed 1 thing though which could be improved. The action commits and pushes a file even if the content hasn't changed. I don't know if that behavior is coming from the use of the Git database API.
