Add new documentation

What is the current behavior?

Supabase Grafana is the only way to monitor Supavisor connections on Supabase, so, for the time being, it is critical for debugging and management. Unfortunately, installation instructions are not yet referenced in the docs.

What is the new behavior?

Adds a section to the platform docs that outlines how to install Grafana

Additional context

This is a prerequisite for merging the new pooling docs
