Upgrade pgTAP extension to 1.2.0

Supabase allows enabling the pgTAP extension, however, the version of pgTAP that is currently available in Supabase is 1.1.0, which has some issues related to PostgreSQL 13 and 14.

According to pgTAP's release notes, these issues have been fixed in the latest version of pgTAP, which is 1.2.0 (release notes: https://github.com/theory/pgtap/blob/master/Changes)

Upgrade the pgTAP extension to version 1.2.0.
