Allow Newtonsoft 13.0.2 (Unity 6 LTS compat)

Is your feature request related to a problem? Please describe.

I can't have server-client parity with Newtonsoft if 13.0.3 is required -- it's just a minor patch, what specifically are you guys having trouble with in 13.0.2? Minor patches should be allowed here.

Please allow minor versions for Newtonsoft for backwards compatibility.

Describe alternatives you've considered

Build from source and change the DLL - try mismatching versions, but gets awkward with shared code.

Additional context

Other packages allow minor versions of Newtonsoft - this is the only one that causes headaches.

I will try to look, I believe all lib will have to change to allow this, all lib are using newtonsoft 13.0.3.
