Fido client(s) for CCMC DONKI CME notifications and the Flare Prediction Scoreboard

Describe the feature

DONKI - https://kauai.ccmc.gsfc.nasa.gov/DONKI/ - provides notifications of space weather related activity, including links to modeling data. The CCMC also has a flare prediction scoreboard - https://ccmc.gsfc.nasa.gov/scoreboards/flare/ . Both these datasets are visualized on helioviewer.org - for example, https://api.helioviewer.org/v2/goto/?id=1d9c6a761080571a .

Fido search and download access would be useful to the solar physics community, and would promote the use these data.

Proposed solution

Fido clients could be written to interact with the CCMC DONKI and Flare Scoreboard APIs. Helioviewer provides an example of this; the search is primarily time-based. This would be enough to start with, although quite bare-boned.
