Agree on and document in the affiliated package review section how we handle responses to reviewers
This has come up in #302 and #335 that the reviewer makes a suggestion, it generates discussion and/or fixes and then there's no clear path forward. We should fix that.
Perhaps we can improve the [affiliated packages page](https://sunpy.org/project/affiliated) to include links to citation information (e.g. CITATION file or published paper).
