Addition of WOW enhancement algorithm

Describe the feature

The Wavelets Optimized Whitening algorithm is a recent multi-scale processing technique designed to objectively enhance images. The feature request consist in adding the capability to WOW-process images using sunkit-image.

Proposed solution

The algorithm being publicly available as part of the Watroo package, it is proposed to include a hook in sunkit-image/enhance.py
