Bump k8s.io and controller-runtime dependencies

As the title says, I'm bumping dependencies to newer versions.

I'm just sticking with controller-runtime 0.6.3 because I'm going to use this in combination with https://github.com/fluxcd/kustomize-controller and https://github.com/fluxcd/source-controller which is currently at controller-runtime 0.6.3 :)
