Hey, has anyone had any luck with enabling Video Streams on android device?

I would really like to use the camera on an android device to analysis license plates real-time. any guidance would be appreciated!

Currently I took the android code here and I just keep taking pictures with the camera and analyze them as quickly as possible, but I can only get a license plate recognition after like 2 seconds. I would like to analyze a video stream as I believe it would give me faster results. I would like to be able to lift up the phone and get a license plate number in hopefully less than 1 second.
