Can't download CLI

Issue
Describe what happened and what you were trying to do I'm trying to set up Stripe, and the documentation says I need to download the latest windows tar.gz file and run that. However, there is no tar.gz file for windows, just a .zip file. If I download that, my machine can't run it.
