Command for formally reprimanding/warning members

Warnings will be permanently stored in relation to a member (though can still become inactive). Will PM the member in question with the contents of the warning.

It would be nice to have events for users getting multiple warnings over time, e.g. "user X received 5 warnings in the last month" / /moderation/warning/5/1mo. This would allow us to review all of the warnings and perform a summary moderation action, for users that do a lot of little petty things but never quite see justice.

Additionally, I assume we would need a listing/search feature for warnings. It would probably be by user, with optional filtering by the text of warning.

Sounds good. We should also be able to filter by violation (e.g. only warnings, or @ghost's dunces, etc)
