bower addition

Hi @stowball, I need to use this library in a proj I am working on. We request external libs via bower. I noticed that this particular lib has not been registered with bower. So I am creating this PR to add a bower.json file.

I am not sure if the bower registration part for this library needs to be done via a fork or the main master branch. If its needs to be done via master (see: http://bower.io/#registering-packages). Could you please go ahead at publish it to bower.
