`.pypirc` file not mentioned

Hi,

This issue (quite extensive) revolves around the lack of a .pypirc file and lack of clarity around the fact that it is needed.

I found that the python-packaging docs don't mention this file (specifically, this page), so I got stuck at the upload step.

I used this python.org page, which does mention the file, to get un-stuck.
