Create an alternative to the Solution Configurations window

Create an alternative to the Solution Configurations window that lets the user add a bunch of common configuration names and dump them into the solution on all projects. The list of common configuration names should be stored on the user's profile. Should also offer to delete Debug and Release in the process.

For example, replace Debug and Release with: Local, Dev, QA, Production
