Investigate cereal performance

In release 19.9, we enabled the thread safety flag in cereal and saw max TPS decrease by around 9%. This is surprising, as cereal does not appear to be used often. We should investigate cereal performance in general and the thread safe flag to see why this performance decrease is happening.
