Add support for CAP35 debian-packages

DO NOT MERGE until core releases stable packages with protocol 16 support.

This PR involves quite a few changes since the build pipeline of Core changes:

  1. Packages are no longer published to S3 (so, obtaining the debian packages from S3 and installing is no longer an option)
  2. Packages are built for Ubuntu (so I had to change the base)
