feat: add `blas/base/sspr2`

Description

What is the purpose of this pull request?

This RFC proposes to add a routine to perform the symmetric rank 2 operation A = α*x*y^T + α*y*x^T + A where α is a scalar, x and y are N element vector, and A is an N by N symmetric matrix supplied in packed form as defined in BLAS Level 2 routines. Specifically adding @stdlib/blas/base/sspr2 is proposed.
