feat: add `blas/base/sgemv`

Description

What is the purpose of this pull request?

This RFC proposes to add a routine to perform one of the matrix-vector operations y = alpha*A*x + beta*y or y = alpha*A**T*x + beta*y, where alpha and beta are scalars, x, and y are vectors and A is an m by n matrix as defined in BLAS Level 2 routines. Specifically adding @stdlib/blas/base/sgemv is proposed.
