Adding first part of codex simulator

The first part of the simulator includes elastic erasure coding, storage capacity stability, automatic plotting and reporting. (WIP)

Can we merge this, anything else outstanding here?

This simulator is quite limited in comparison with what we are doing now but I think it could be useful in the future for quick modeling and verification of some scenarios. @cskiraly do you want any changes/improvements here before merging?
