Update wiki build insturctions

Build instructions on http://genome.sph.umich.edu/wiki/BamUtil vs GitHub are different.

Thanks for reporting this.

@mktrost Should we be pushing people towards master or towards the latest tagged release? Does 1.0.14 need to be tared with libStatGen and uploaded and marked as latest on github?

I see that that the change needs to be made in http://genome.sph.umich.edu/wiki/Template:ToolGitRepo, which is included by:

bamUtil and statgenTools, which need make cloneLib
libStatGen, which doesn't
gotcloud, which skips that section anyways

Also: the section "Get the latest Updates" looks incorrect for all of these except libStatGen.
