Hg38 mods

Hi,

I didn't notice the development version until after I made my changes, so I am not sure how much of you have already been done, but basically this fixes the problems with hg38 it adds a buildver option in the commands and replaced hardcoded values with hashes for the two builds. I did that for complex regions as well (just liftedOver the ones for hg19) and added gencode27.

I am currently using this fork. It would be great if the changes could be merged with the master branch; or if the functionality is addressed in another branch, it would be great if that could be merged with the master branch. Thanks! ~Alisa
